Why Cambodian cards are often declined
Most international services use payment processors that expect a credit or debit card enabled for international transactions. Some Cambodian bank cards are not enabled for that by default, and others are declined by fraud screening that treats the region as high risk.
This is not a problem with you, and it does not mean anything is wrong with your account. It is simply how international payment routing behaves.
The options you actually have

What to check before buying from a local seller
Check that the product page states exactly what you receive — a full account, a code, or an upgrade applied to an account you already own — along with the duration and any region restriction.
Check the refund policy and how to reach support before you pay. And never send your banking password or an OTP code to anyone. No legitimate seller needs either.
